ECNET project

COOPERATION WITH CHINA

This project received funding from the EURATOM Research and Training programme 

2 years under grant agreement N° 269883.

The objective of the ECNET project is to define a common basis and establish a common framework for effective cooperation between EU and Chinese organisations for Nuclear Education, Training and Knowledge Management.

The scope of the project is:

  • Master level and postgraduate education
  • Training mainly for young professionals.

The expected impacts are:

  • to promote the mutual recognition of the Education and Training(E&T) programmes on EU and Chinese side
  • to expand the exchanges of students, lectures and lecturers.
  • to secure knowledge management as appropriate.

These would offer to the End-Users a broader basis of human resources and foster cooperation in nuclear power development.

The ECNET started on 1 March 2011 for a period of two years.

The entire ECNET project consists of the European part and the Chinese part. Each part has its own partners and a funding scheme (by the European Atomic Energy Community (Euratom) and the China Atomic Energy Authority (CAEA) respectively).

Project management

EU AND CHINESE PROJECT COORDINATORS

The ECNET-EU is coordinated by E1 (ENEN) as the European Project Coordinator and the ECNET-CN is coordinated by C1 (THU) as the Chinese Project Coordinator. Each Project Coordinator has the responsibility for implementation of each part of the ECNET project (ECNET-EU and ECNET-CN).

The tasks of the Coordinators include:

• Acting as the contact for the European Commission, the CAEA, and all project partners;

• Monitoring the project progress, deliverables and quality assurance;

• Coordinating the European and Chinese contribution to the entire project;

• Co-organizing interactions between the European partners and the Chinese partners;

• Acting as the focal point for all other kinds of external and internal requests.

JOINT EU-CHINA PROJECT MANAGEMENT COMMITTEE (PMC)

The Joint EU-Chinese Project Management Committee (PMC) is the decision-making body of the entire ECNET Project. PMC will play a key role in the management and the progress of the entire ECNET project according to time schedule and to the budget allocations.

PMC consists of one representative of each Party and co-chaired by the EU and Chinese Project Coordinators. PMC will organize meetings or telephone meetings as appropriate to evaluate the project progress. It is expected and intended that all multilateral issues in the framework of the ECNET project can be solved between the project partners in mutual agreement under guidance of the PMC.


PROJECT MANAGEMENT COMMITTEE (PMC-EU AND PMC-CN)

The European Project Management Committee (PMC-EU) and the Chinese Project Management Committee (PMC-CN) are in charge of the management of the ECNET-EU part and the ECNET-CN part respectively. The Project Management Committees will play a key role on each side in the management and the progress according to time schedule and to the budget allocations.

The PMC-EU and the PMC-CN consists of the Project Coordinators and all WP leaders on the EU and Chinese side respectively.


WORK PACKAGE (WP) LEADER

The project is formed by European and Chinese contributions to each Work Package (WP). Each WP is lead by the European and Chinese WP Leaders (ECNET-EU WP Leader and ECNET-CN WP Leader). Both WP leaders shall collaborate closely to achieve the objective and provide the Deliverables of each WP.

The WP Leaders have the responsibility of implementation of each WP work, including:

• Monitor the technical progress of work in comparison with the agreed schedule, propose actions in case of under-performance of an individual partner;

• Report to the Coordinators, PMN and/or PMC-EU/CN as appropriate;

• Prepare, where necessary, revisions to the detailed work programs for approval by the PMC;

• Review and approve the deliverables of the project;

• Prepare with support of the Partners the summary technical reports and/or periodic technical reports as required;

• Communicate problems and/or issues from the partners that need to be referred to the PMC and  the Advisory Board;

• Monitor the quality management of the partners;

• Participate in the evaluation of the project results.


ADVISORY BOARD

The Subcommittee CAEA-RTD on “Fission Coordinated Actions”, established by the Steering Committee of the Agreement between the Euratom and the Government of the People’s Republic of China for R&D Cooperation in the Peaceful Uses of Nuclear Energy signed in Beijing on 24 April 2008, will act as the Advisory Board of the ECNET Project.

The PMC shall report the progress and development of the Project to the Advisory Board, and receive advice about the management and the Deliverables of the Project.

Work Packages

The project consists of four parts of work:

  • Needs and strategies of long-term cooperation in the following three subjects:

–  Work Package 1: Nuclear Engineering

–  Work Package 2: Radiation Protection

–  Work Package 3: Waste Management and Disposal

  • Mutual recognition of credit systems for academic education (ECTS) and vocational training (ECVET) in Work Package 4
  • E&T facilities, laboratories and equipment (Work Package 5)
  • Project management (Work Package 6)

WP1, WP2 AND WP3: NEEDS AND STRATEGIES OF LONG-TERM COOPERATION IN THE FOLLOWING THREE SUBJECTS

– To define the needs and strategies of long-term cooperation between the EU and China

– To define the roadmap and the guidelines of the cooperation between the EU and China

– To define the pilot items which may be implemented under WP4.

WP4: RECOGNITION OF CREDIT SYSTEMS

– To analyse the compatibility of Nuclear Education systems in EU and China, including the credit system (e.g. the Bologna process and ECTS for the EU side)

– To promote the implementation of the recognition of a credit system as a basis to enhance exchanges of students and lectures related to Nuclear Education

WP5: E&T FACILITIES, LABORATORIES AND equipment

– To map the E&T facilities, laboratories and equipment for exchange purposes – in EU and in China (in close cooperation with existing databases, such as by IAEA, OECD/NEA and other EU projects

– To clarify the access rules and procedures


WP6: PROJECT MANAGEMENT AND DISSEMINATION OF RESULTS 

– To coordinate and manage the project according to the time schedule and budget

– To produce and support the dissemination of the project results

– To secure experience and disseminate the project results

FP7 ECNET PROJECT FOR E&T COOPERATION WITH CHINA WAS LAUNCHED ON 18 MARCH 2011

The Kick-off meeting of a new FP7 project titled “EU-China Nuclear Education and Training Cooperation (ECNET)” took place in Beijing, China, 18 March 2011.

Its objective is to define a common basis for further effective cooperation in the long term on Nuclear Education, Training (E&T) and Knowledge Management. For upcoming 2-year, the basic framework for future exchange of students and lecturers, co-organising E&T courses, double degrees etc. will be prepared under this ECNET project.

The ECNET project is coordinated by the ENEN on the EU side and the Tsinghua University on the Chinese side. Each EU and the Chinese side is supported by the European Commission and the China Atomic Energy Authority (CAEA), having its own list of partners and budget.

Currently, 11 European and 7 Chinese organisations are participating.

Under the ECNET the following 6 Work Packages are established:
